Risk assessment

Plain English. Practical detail. UK context.

A risk assessment identifies what could cause harm, who could be affected and what controls are needed. It should inform the actual work rather than merely produce a document for a folder.

Safety: if a material might contain asbestos, leave it undisturbed and do not drill, sand or break it. Have it surveyed, and use a licensed asbestos contractor for removal: HSE requires a licence for most asbestos removal work.

What it means in practice

Consider the site, task, people and conditions together. Existing services, access, dust, occupants and interactions with other trades can change the controls required. Review the assessment when circumstances change instead of assuming that last month's version covers a different job.

Communicate the important findings to the people involved. Controls which exist only on paper do not protect someone who has never been told how the work is to be organised.

For homeowners

Ask how the contractor will protect occupants, visitors and adjoining areas. Tell them about known hazards, vulnerable people, pets or unusual access restrictions. You do not need to invent technical controls yourself, but useful information from the homeowner can change the way work is safely planned.

Practical checks

Check that the controls are practical and available before starting. Stop and reassess if unexpected material, services or conditions are found.

From a hazard list to a practical decision

HSE describes identifying hazards, deciding who may be harmed, evaluating controls, recording findings where required and reviewing whether controls work. Think about the person doing the task and people affected by it: another trade, a child in an occupied home or someone passing a work area. Existing services, unusual materials and a change of equipment can alter the assessment. Consider eliminating the hazard or changing the method before relying solely on personal protective equipment. Ask the workforce about real conditions and near misses. A trainee should understand the reason for a control and how to report when it is missing, not merely sign a form to confirm attendance.

Reviewing controls as the site changes

A room which was empty yesterday may be occupied today; an excavation may reveal an unexpected service; a different product may introduce a new exposure. These are reasons to stop, assess and revise the arrangements rather than work around an obsolete document. HSE explains that the priority is controlling risk in practice, not paperwork alone. CDM duties also require appropriate planning and coordination on construction work. Distinguish the overall project plan from task-specific assessment and specialist controls such as asbestos or electrical isolation. Keep responsibilities clear and communicate the revised method before work resumes, including any effect on occupants and other contractors.

Frequently asked questions

Is a generic risk assessment enough?

It can be a starting point, but it must address the actual job and conditions. A template with no relevant site review can miss the hazards that matter.

Is a low score proof the job is safe?

No. A numerical matrix is only a decision aid. The assumptions, suitable controls, competence and actual site conditions determine whether the risk is being managed.
