IPAF PAL card

Plain English. Practical detail. UK context.

An IPAF PAL card records successful training and testing for specified powered-access equipment categories. PAL means Powered Access Licence within the scheme. It is not a government licence for every machine or a complete site-specific work-at-height plan. Check the actual categories, validity and equipment before use.

What the scheme assesses

IPAF describes approved training and a test for operators of relevant mobile elevating work platforms, mast-climbing platforms or construction hoists. The card identifies the training categories rather than granting unrestricted access-equipment competence. Ask the approved centre which course matches the intended equipment and role. A trainee should not choose a category solely because it is the shortest booking. Practical learning, assessment and understanding the machine's limits matter. A card for one platform type does not automatically cover every other powered-access system or specialist operation.

A category is not machine familiarisation

Even where training covers the category, the actual controls, limits, emergency functions and manufacturer information require appropriate familiarisation. Site conditions, ground, access, overhead hazards, people and work method need assessment. HSE work-at-height and equipment guidance remain relevant. A trainee must not operate unfamiliar equipment simply because a hire company delivered it. The employer should arrange suitable instruction and supervision and know who can authorise changes. This overview provides no operating, recovery or rescue procedure; the actual safe system and competent arrangements are required.

Verify the record and plan renewal

IPAF's page provides a verification route, identifies digital ePAL cards and states five-year validity subject to regional rules. Check the current assessment and expiry dates and categories rather than rely on a photograph of an old card. Current renewal requirements should be checked directly, not inferred from an unrelated provider's advert. Pay and training costs vary, so compare actual vacancies, current official wage information and written training terms. Keep practical experience and development records where relevant. A valid card supports competence evidence but does not replace the duty to select suitable equipment, maintain it or examine it where required.

A homeowner access agreement

For roof, facade or other domestic work, agree access, ground protection, exclusions, inspection responsibilities and emergency arrangements with the contractor. Homeowners should not be invited to operate the platform because the worker has a PAL card or to stand in a basket without the appropriate arrangement. Trainees need a clear permitted role and the confidence to report unsuitable conditions. LOLER, PUWER and work-at-height duties can interact depending on the equipment and operation. Do not treat the branded card as the only possible evidence of legal training or a universal substitute for site planning. Safe use depends on people, machine and environment working together.

Frequently asked questions

Does one PAL category cover every powered-access machine?

No. Check the actual training category and relevant equipment requirements.

Does the card replace site risk assessment and rescue planning?

No. Those arrangements must suit the actual machine, operation and site.
