Fire risk assessment

Plain English. Practical detail. UK context.

A fire risk assessment identifies fire hazards, people at risk and measures needed to prevent fire and protect people in premises within the applicable fire-safety regime. It is a live assessment and action process, not simply an alarm test, Building Regulations approval or a certificate stating that fire is impossible.

Establish the responsible person and scope

Government guidance for England and Wales identifies responsibilities in business and other non-domestic premises, including common areas of multi-occupied residential buildings. Paying-guest accommodation can also be covered. An ordinary private home is not automatically assessed under the identical workplace regime. Scotland and Northern Ireland have different frameworks. Homeowners who are landlords or operate accommodation should establish their actual duties. Tradespeople should understand the instruction and premises rather than assume every fire-related inspection is a complete statutory assessment. Multiple responsible persons may need to cooperate.

Assess the building and people together

The government process covers hazards, people, risk reduction, findings, emergency planning, training and review. Escape routes, warning systems, firefighting equipment, dangerous substances and vulnerable people can need consideration. The assessment should reflect actual use and occupancy, not a generic checklist copied from another building. Trainees should record facts and limitations and refer technical questions beyond competence. An alarm sounding during a test does not establish that escape, separation or management arrangements are suitable. Existing drawings can help without proving the building still matches them.

Competence and follow-up matter

Government guidance permits a responsible person to assess with suitable expertise or obtain competent help where needed. Selecting an assessor should reflect complexity and scope. A short course or unrelated trade card is not automatic competence for every premises. Actions need priorities, responsibility and completion evidence. Review when changes or concerns make the assessment unsuitable, not simply when a diary date arrives. Contractors carrying out repairs should understand the actual specification and coordinate with the responsible person. A recommendation is not complete merely because a quotation has been accepted.

What the client should receive

Agree premises, accessible areas, documents, assessor role, report and limitations. Keep a written assessment and relevant action, maintenance and review records as required by the applicable regime. Distinguish the assessment from specialist surveys and installation testing. Prices and outcomes vary from job to job, so compare written, itemised quotations rather than relying on a typical figure. Homeowners acting as landlords need clear advice for their property type, while trainees should learn how installation work supports an assessment without claiming that fitting one device resolves every risk. A useful report gives proportionate next steps and an accountable route for completing them, not only a risk label.

Frequently asked questions

Is an alarm test a complete fire risk assessment?

No. The assessment considers the wider premises, people, measures and management.

Does paying an assessor remove every responsible-person duty?

No. Competent help supports the process; required actions and ongoing duties still need management.
